| Be if by boxing politics early in the sports history when civil rights weren't even, or a modern fighter who held a trinket but never got the chance to unify and become the man.
A list of five or ten of the best guys who should have been champion, but weren't. | |

| Charley Burrey - a legit threat to Ray Robinson, Robinson never gave him the time of day, how good is he? well he never won a title and is considered a top 30 All Time Great fighter by Bert Sugar.
Sam Langford - fought the Black Murderers Row all the time cause thats all his color would allow, beat Joe Jeanette, Sam McVey, Denver Ed, lost to Jack Johnson early in his career and never got a rematch. Was Colored Heavyweight Champ but never the Heavyweight Champ. 178 wins (128 KOs) - 32 losses, 38 draws. A BAD ASS.
Ernie Shavers - Had Foreman out on his feet, and got a bad decision loss to Ali, probably not one of the best ever to not win a title but he is good.
Jimmy Young - gave George Foreman a boxing lesson and did the same to Ali but guess who got the decision.
Billy Graham - over a 100 fights never knocked down, got a controversial loss against champ Kid Gavilan.
Jerry Quarry - definitely has a title if he isnt fighting in that era, people dont realize how good he actually was.
Oscar Bonavena - this guy is another in the great HEavyweight era that would likely have a title in any other era, damn near beat Ali before 15th round KO, and knocked Frazier down twice | |

| Harry Wills - the Black Panther was never given his shot, was a tough grea heavyweight, wins over Sam Langford, Luis Firpo, Kid Norfolk, Denver Ed Martin, 1920 to 1923 was COlored Champ, slaughtered Sam Langford, beat Langford 3 or 4 times | |

problem is groundhog, Jack Johnson beat McVey numerous times, same with Jeanette, and he beat Langford

| Didn't look through the list, so I don't know if he was mentioned.
Pretty sure Sam Langford never won a world title. Considered to be one of the best fighters to never win a title I believe. I know Jack Johnson never gave him a rematch.
Somebody would need to confirm this for me though, I can't remember for sure.
