I just looked at AC 3 and BF 3 were both released at right around that same date just different years.

Commander mode lets you air drop vehicles to support you team, make active call outs for objectives, call in airstrikes etc.,. instead of being on the ground grunting. It was in the older PC versions for the most part, 64 players +.

I've seen a few youtubers play it before, looks interesting, definitely a huge change of pace compared to being on the ground.

When you pre-order Battlefield 4 before launch, you’ll be given the China Rising expansion absolutely free. Included in this is four new maps set across the Chinese mainland, allowing you to use new vehicles and military equipment.
Also, during EA’s press conference on June 10th at E3 2013, they’ll be showing off a live demo of Battlefield 4′s multiplayer.
