It became CLEAR in 2003 and 2004 when PAKISTAN MADE DEALS WITH THE TALIBAN letting them occupy the provinces of NorthWaziristan and later South Waziristan. Bush didn't even realize what the hell was going on and let Taliban and Al Qaeda in Pakistan regroup while he prepared to invade Iraq.
