Rand did what he had to do. This was never really about Brennan, it was about clarifying that the executive branch does not have the authority to assassinate american citizens on american soil. What is embarassing is that it took the white house so long to clarify what should have been a simple answer. No they do not have that authority. I know you wish the executive branch could have the power to do whatever, kill whoever, but thats not how it works.

March 7 Rand Paul comes out and admits he was a fucking tool for hypothetically asking if Obama could execute Jane Fonda

Rand Paul more than made his point and got his question answered. He made a stand and defended the constitution. When the admin goes from not answering a yes or no question (that's a yes) to no then it obviously worked. On top of that the "young bucks" and new leaders of the Republican Party had a stage to speak. The support for Paul and spotlight has grown more than anyone could have expected or hoped.
