Yet.
http://www.mmamania.com/2011/6/8/2213602/josh-barnett-is-not-licensed-to-fight-brett-rogers-at-strikeforce
Bloody Elbow has the details:

Bloody Elbow has confirmed Strikeforce heavyweight Josh Barnett,
who is scheduled to fight on the Strikeforce: Overeem vs Werdum card in
Dallas on June 18, has not yet been licensed to fight in Texas. Barnett
is booked to face Brett Rogers in the second installment of the first round of the Strikeforce Heavyweight Grand Prix.
Yesterday, Strikeforce CEO Scott Coker assured the media that Barnett
would be licensed in time for the fight. According to Susan Stanford,
Public Information Officer for the Texas Department of Licensing and
Regulation, Barnett has until 72 hours before fight time to complete his
application, but has not yet done so.

If he doesn't get his licensed, what do they do? Do they just put in Griggs or Othereem? I know it takes away from the upcoming UFC cards. But it would be sweet if they plugged in Kongo, Barry or Herman.

doubtful Ali, 9gotta understand, Texas licensed Margarito BECAUSE HE HAD A HEARING IN CALI Barnett hasnt even applied to do that there, he has gone to 1 hearing and left in the middle of it.

With Margarito they were able to say he applied and was denied , with Barnett he hasnt even applied. Sounds dumb but its a big difference

I'm sure the feasibility of Barnett getting his license in Texas in face of his problems in California were the main thing Strikeforce was looking for in booking Dallas. They would not have booked the fight and let several months pass unless they were sure Barnett getting a license was not a problem...and now, with the deadline approaching Coker is still assuring everybody that its not a problem. So, i'm guessing all is good and it all just depends on Barnett filling out the papers...which has proven to be a challenge.

I dunno, my guess is there is some complications and things aren't going as planned. But of course unless Barnett is a for sure no go they will say nothing but positive things in public. I think they are worried and this is not a done deal.

Yeah it would be a major downer if he didn't fight.

Quote:
Strikeforce heavyweight Josh Barnett has yet to be licensed to fight at "Strikeforce: Overeem vs. Werdum." Of course, that's the case with eight other fighters on the card.

Susan Stanford, the public information officer for the Texas Department of Licensing and Registration, today told MMAjunkie.com (www.mmajunkie.com) that Barnett is among those who have yet to meet the licensing requirements for the event.

However, the fighters have until 72 hours prior to the event – by 5 p.m. CT on June 15, to be exact – before they lose eligibility to fight.

Barnett declined commenting on his licensing situation but assured his Twitter followers that reports of possible difficulty with the commission were much ado about nothing. (Zuffa LLC officials could not be reached for comment.)

"Everything is as planned and by the book with [Texas]," he wrote today. "Watch me in the ring [June 18]."

Strikeforce CEO Scott Coker on Tuesday expressed confidence that Barnett (29-5 MMA, 0-0 SF) will be able to fight Brett Rogers (11-2 MMA, 2-2 SF) as planned in a quarterfinal matchup in the Strikeforce heavyweight grand prix.

"Yeah, Josh is going to be fine, and he will be fighting on Texas," he said. "So we don't anticipate any issues."

Quote:
Stanford said Barnett's history in California is not a factor in his application for licensure in Texas because the fighter is not currently under administrative suspension on a registry of fighters maintained by the Association of Boxing Commissions. However, Barnett has been required to provide the TDLR with a clean drug test as a condition of his licensure, and Strikeforce is conducting independent drug testing at the event.
